Can't buy re name?

Hey guys i was in the cash shop and i was trying to buy rename to rename myself to SickPuppet. It wont let me buy re name. I then asked with a smega and [GM] Beezes told me all re names cost 10bil. I cant even hold 10 bil. Can someone tell me how to re name or atleast tell me that i cant as their not working.

We're currently working on a lag fix client that allows you to pick up items faster and distribute your stat/skill points faster. We're basically trying to take out the lag so you wouldn't have to sit there for a long time distributing your stat points. Hopefully it'll take out our DC problem. Server is finally back up and running. We just had to do some maintenance on our server so it runs smoothly.
